Update on Implementation of FIRESTAT-LA…

This week the Fire Department came before the Public Safety Committee to provide an update on the implementation of FIRESTAT-LA. As Chairman of the Public Safety Committee, I authored FIRESTAT-LA to develop a comprehensive real-time system for the Fire Department modeled after the LAPD’s highly successful COMPSTAT. FIRESTAT-LA will employ cutting-edge technology and innovative management techniques to make the best Fire Department in the country even better.

ABOUT FIRESTAT-LA: Since 2002, LAPD's COMPSTAT has applied technology and management accountability techniques to dramatically reduce crime. Like COMPSTAT, FIRESTAT-LA will use near-real-time data collection and mapping of incidents, to deploy concentrated resources. There will be a cycle of constant assessment and communication of results, with frequent meetings and open dialogues among all levels of management. Results will be immediately analyzed and the data will be used to continuously seek management efficiencies and make improvements.

Under LAFD Chief Brian Cummings’ outstanding leadership, the Fire Department has already made great strides in incorporating technology to improve deployment and operational efficiency. FIRESTAT-LA will take this to the next level.

Getting Tough on “Swatting”…

This week I seconded a motion to address the rash of “swatting” incidents occurring around Los Angeles. The motion calls on the LAPD to report to the Public Safety Committee in thirty days with solutions to address these “swatting” incidents. It also requires the City Attorney to draft an ordinance requiring perpetrators of these crimes to pay restitution to the LAPD for all costs incurred while answering a false alarm and report on the feasibility of offering a reward to anyone providing information that leads to an arrest and conviction of the “swatting” perpetrators.

“Swatting” refers to false 9-1-1 calls claiming that a serious crime is occurring in order to draw a strong police response at the home of the victim. At least four “swatting” incidences occurred last week at the homes of various celebrities. False reports of shootings, homicides, and assaults occurred from Sherman Oaks to the Hollywood Hills. These false reports are not only financially costly to the LAPD, but are potentially dangerous. Many of these high profile victims of “swatting” have protection from armed security and could easily be confused with an armed intruder when police arrive on the scene. It is also dangerous to our first responders.

Additionally, I have asked for the City to support state legislation addressing this problem. Our City’s first responders are our first line of defense in emergencies and can not be put at risk or have their time and resources squandered by these senseless pranks.

Sober Graduation Press Conference…

On Monday, I joined Councilmember Dennis Zine, the Los Angeles Police Department and the Los Angeles Unified School Police to kick off the 2013 Sober Graduation Program at Granada Hills Charter High School.

Established in 1985, the Sober Graduation Program is an anti-DUI program targeting high school seniors to increase their awareness of the dangers of driving under the influence. This year, additional emphasis was placed on educating teens on the dangers of distracted driving.

Each year the LAPD’s Valley Traffic Division visits more than fifty schools in the San Fernando Valley as part of the “Don’t be a Statistic” campaign to re-enforce driver and peer responsibility. Student participants are invited to take a field sobriety test while wearing the “fatal vision” goggles which simulate the effects of being drunk under the influence, and participate in the distracted driving simulator to observe how distractions affect their driving abilities.

As Chairman of the Public Safety Committee, I am determined to keep our streets safe and reach out to teenagers with programs like Sober Graduation.

Holocaust Remembrance Day…
Last Sunday I was honored to attend Holocaust Remembrance Day at Temple Ramat Zion in Northridge. I was joined at the interfaith service by my fellow City Councilmember Dennis Zine and Congressman Brad Sherman. This service was an important opportunity to bring people of different faiths together to remember the millions of victims of the holocaust. Among the speakers were Rabbi Abraham Cooper of the Simon Wiesenthal Center, Reverend Steven Petty of the Northridge United Methodist Church, and Father David Loftus of Lady of Lourdes Catholic Church. The event was moving and powerful and left attendees with a feeling of community and hopefulness for the future.

Street Bond Proposal Community Meetings...

Councilmember Joe Buscaino and I have proposed a street bond to fix 8.700 miles of failed streets Citywide. We have pulled back our motion to gather public input and encourage stakeholders to share their ideas and suggestions. Therefore, we are hosting outreach meetings Citywide and would like to invite you to attend and participate in the local valley meetings. There are two public hearings scheduled this month. I hope you will attend these public hearings and share your thoughts.

We are now taking reservations for community members to meet one-on-one with representatives of City Departments at our Community Service Center in Chatsworth.

We have regularly scheduled time slots for community members to meet with the Planning, Police, Transportation (LADOT), Housing, Community Development and Neighborhood Empowerment Departments and the Bureau of Sanitation. This will offer community members a chance to get information and assistance in Chatsworth without having to travel all the way to Downtown.

Optimist International Oratorical Contest

 

The Van Nuys Airport Optimist Club is holding its Club Level Contest in April. The topic for the 2012-2013 Optimist International Oratorical Contest is "Why My Voice is Important." Each student is to speak for 4 to 5 minutes on the topic, with the winner advancing through two more levels of competition to the District Level where a $2500 scholarship will be awarded to the winner.

Unforgettable Educator Book Drive

 

The Chatsworth/Porter Ranch Chamber of Commerce and Facey Medical group are presenting the Unforgettable Educator Book Drive. New and used children’s books will be accepted through April 12th and donated to the Child Care Resource Center.

The goal is to collect 100,000 books in 2013 to give to the children of low income families in our area. Books will be collected at all participating schools and at the Chatsworth/Porter Ranch Office at 10038 Old Depot Plaza Road in Chatsworth. Participating schools include, Beckford Elementary, Castlebay Elementary, Chatsworth Hills Academy, Darby Elementary, Egremont Schools, Nobel Middle School, Porter Ranch Community School, and Superior Elementary. The top three schools that collect the most books win cash prizes. All participating schools will receive new supplies.

The winning schools will be announced at the Chamber’s 13th Annual Unforgettable Educator Recognition Dinner on April 18th.

Welcome to CD 12's Newest Staff Member


We are proud to welcome Stephanie Saporito, Director of Communications, as the newest member of the Council District 12 staff. Stephanie joins the Englander team after having served as Assistant Communications Deputy for Los Angeles County Supervisor Michael D. Antonovich. With considerable experience in writing and editing, Stephanie had previously lectured at the University of Chicago Law School while completing coursework for her doctorate.

Our Field Deputy, Semee Park, reports that by supporting the arts in Northridge you are also supporting neighborhood beatification. Andrea Alvarado of the Northridge Sparkle Campaign is organizing a street clean up to “help bring the luster back to Old Northridge.” The street teams will be cleaning out planters, sweeping, and doing a general clean-up of Reseda Boulevard from Gresham Street to Nordhoff Street. Bring a hat, gloves, sunscreen, and a smile.

Over the past two years, the Northridge Sparkle Campaign has conducted various beautification projects along Reseda Boulevard including community clean ups, graffiti and trash removal, repainting benches, and the installation of "Northridge Village" signs to promote community cohesion. These beautification efforts are all accomplished by volunteers who donate countless hours of time and resources to better Northridge.

The clean-up is part of an effort to get the neighborhood looking great in time for the Northridge Village Arts Show in May. The theme of the art show is "Old Northridge Historical Interpretations." The event is a fundraiser to benefit the Northridge Village Beautification Project. Food at the art show will be provided by Lum-Ka-Naad Thai Restaurant and entertainment from guitarist Guy Guilbert.

The Northridge Sparkle Campaign actively engages in private fundraising efforts, like the art show. These public-private partnerships are instrumental in moving our city forward and effectively use the arts to further economic and community development.
