VIDEO: LAPD Seeks Transient with Lengthy Criminal Record in Connection with Kidnapping of Northridge Girl

The Los Angeles Police Department and FBI held a press conference on Saturday where they identified a suspect in the abduction and sexual assault of a 10-year-old Northridge girl who was reportedly taken from her home around 3:30 a.m. Wednesday and dropped off near a hospital about 12 hours later.

The suspect is Tobias Dustin Summers, 30, a known transient with a lengthy criminal record who frequents the Northridge and North Hollywood areas, according to the LAPD.

"We are seeking his arrest as we speak," LAPD Deputy Chief Kirk Albanese said. Click on the attached video to see highlights of the press conference.

Police initially said that they were looking for two suspects based on information the girl provided, but "[Summers] is the only person we are looking for right now," Albanese said.

Albanese also said that police had no information pointing to the family having any previous connection to Summers, and it was not known if the girl was targeted in any way.

Albanese declined to say what led police to identify Summers as a suspect.

According to an LAPD press release and Albanese:

  • Summers is a white male with blond hair and blue eyes, and is approximately 6 feet tall.
  • He has a distinctive tattoo on his right arm of a flaming skull and a woman. 
  • Summers has a criminal history that dates back to 2002, and he was most recently released from prison in July of 2012 after being convicted for petty larceny with a prior. He was released on parole.
  • He is considered by probation officials to be a transient.
  • His criminal history includes arrests for robbery, kidnapping, explosives possession, petty theft with a prior, grand theft auto and battery.
  • The battery arrest involved child annoyance, but he is not a registered sex offender.

Anyone who spots the suspect is asked to call 911, and anyone with information on Summers' possible whereabouts is urged to call the LAPD Robbery Homicide Tipline at (213) 486-6890.

The case involves a 10-year-old girl who was reported missing when her mother noticed her bed empty about 3:30 a.m. Wednesday in the family's home, in the 8000 block of Oakdale Avenue, according to the Los Angeles Police Department.

About 3 p.m. Wednesday, somebody dropped the girl off at a Kaiser hospital, and she walked to a nearby Starbucks at Canoga Avenue and Oxnard Street in Woodland Hills, where a good Samaritan directed her to some police officers in the area.

The girl was sexually assaulted, law enforcement sources told the Los Angeles Times Thursday. Speaking on condition of anonymity, they told the Times that the abduction has been expanded to include a sex-crime investigation.
