Meet LAPD Topanga Division's new Neighborhood Prosecutor...

It is my honor to welcome Karine Philips, the new neighborhood prosecutor for LAPD's Topanga Division to our community.

Philips, a native of Moscow, is fluent in Russian and Armenian. Raised in Los Feliz, she graduated from the University of Southern California and then earned a degree from the USC Gould School of Law.

She was hired by the City Attorney’s Office in 1997, then assigned to the Domestic Violence Unit, where she prosecuted hundreds of cases of spousal, child, elder, sexual and other abuse. She later went into private practice before returning to the city.

Operating under the "broken windows" theory, neighborhood prosecutors aim to identify, prioritize, and address quality of life and criminal problems before they grow into more serious offenses that can lead to urban decay in our communities. City prosecutors understand that the ability to respond to neighborhood complaints and address criminal problems proactively is critical to improving the quality of life in our neighborhoods

Four years ago, the Neighborhood Prosecutor Program was cut back because of budget restraints. In this year’s City Budget, I fought to restore the neighborhood prosecutor program to 21 prosecutors, one for each LAPD division.
